Can I buy DSJ4 as another country I don't live in

I mean I'm from Poland and in Poland there is 23% VAT so i must pay 14,60 Euro instead of 11,90. In Norway VAT doesn't apply so I would only pay 11.90. So my question is if I bought as Norway would the registration work for me? Please fast help
