Fair or not, it's measured according to FIS rules:
"If the landing does not proceed by placing the skis on the snow (a fall), the distance measured will be the point where any part of the jumper's body first touches the landing slope."

But a little bit unfair, in real jumper would get injury.

I think its more useful to actually try and jump well than practice timing on falling

Not in qualifications. For example, a jump normally 90m in Zako would be in the 60-70 range. But with the technique, its possible to get a 93m fall of that and qualify with the 95% rule.
