CPU jumper stats

i hope this is the right forum for this topic.
I'm a DSJ4-player for several years now, but i always wonder on the CPU stats when I play World Cup offline. I know they are based on the online results in some way, but this is pretty hard on some hills:
Today's example:
Wisla (the original profile):
my jumps (I control 7 jumpers out of 61) -> somewhere around 115-125m (i know not the best, but I'm learning and training) with backwind (1 - 1,5 m/s). CPU jumpers: 130-135m -> absolutly no chance of winning or gaining a TOP 15 result. That's crazy.
Another example:
Lillehammer HS140 - frontwind (1,5 - 2,5 m/s)
my jumps -> around 130-135 m (my best jump yesterday was 138,5 m with standard judge points (2x 18,5 + 1x 19,0) -> only 13th place. The CPU on Lillehammer is crazy.
Some jumps around 128-130 m are often not enough to qualify for second round.
I know its a competitive game. And yes, I'm definitly not the best "jumper" (but I'm satisfied with my style). But some of the CPU results are beyond my imagination.
My second question: What does the slider of the CPU difficulty (in the World / Team Cup options) affect? I sometimes didn't see a difference between 0, -300 or -1000 in the competitions itself.
