Setup.exe doesn't start

I've installed DSJ3 on my windows 10 laptop and it doesn't work, setup.exe just refuses to start no matter what I do, and I swear to god I've tried absolutely everything. DirectPlay is enabled, tried running it as administrator, set compatibility as far as windows XP, tried running it both on my GTX 1060 and Intel GPU, and even installed it on my Linux Mint dual boot and dragged its settings to windows, with the settings done in Linux where setup.exe works, but the result is the same: setup.exe doesn't start and the game doesn't work. I've even spinned up a Windows XP virtual machine, but I can't find any program with GPU passthrough for free.
Fun fact, I reinstalled Windows for unrelated reasons a while ago, and DSJ3 wasn't working before either. So not even a Windows reinstall did the trick.
DSJ3 does start on Linux Mint, but it's very buggy. DSJ4 works well on both.
...what else should I do at this point?
