It was considered. It's a good idea in case, when there is regular amount of 50 jumpers guaranteed by FIS.

But suppose you run a competition with equal or less than 30 jumpers. Every loser qualifies?
Or even more interesting:
Suppose you run a competition with azygous (1,3,5,7...) amount of jumpers. What happens to one, foreveralone guy?

Then maybe this option should be included and available to use only when the requirements pointed by Risen were met? It would be a great fun to simulate 4 Hill Tournament
