Can't run setup.exe

Hi!
I'm sorry for my bad English.
I've got a problem with Deluxe Ski Jump 3.
I know that to run DSJ3.exe I need to configure it in setup.exe first. But the setup.exe won't run. When i double-click it, nothing is happening.
I've got Windows 7 64-bit. I tried running it as an administrator and with compatibility.
Does anybody know what's wrong?
